Dublin City parks and green spaces are available for you to host events and activities, but you will need a permit.

How to apply for a permit:
- Download the relevant application form.
- Fill it out.
- Acquire your Public Liabilities Insurance certificate.
- Email your completed form and Public Liabilities Insurance to [email protected]
- If your application is approved, pay your invoice on Dublin City Council's secure online payment platform
Application forms:
- Application for filming, photography or commercial activity permit.
- Application for fitness classes permit.
- Application to use The Hive in Herbert Park.
Public Liability Insurance:
All applications must be accompanied by a Public Liabilities Insurance certificate. Applications for large events may take 6-8 weeks to process.
Dublin City Council must be named and indemnified on the policy
Each applicant must submit evidence of Public Liability Insurance cover; the level of indemnity to be not less than €6.5 million in respect of any one incident. Employers Liability of €13 million is also required where individuals/companies are employing people (this includes classes).
Fees and charges:
Photography:
- Fee of €150 + VAT at 23% for first hour
- Subsequent hours are charged at €100 + VAT at 23%
Filming:
- Fee of €200 + VAT at 23% for first hour
- Subsequent hours are charged at €100 + VAT at 23%
- Fee of €1000 + VAT at 23% for a full day of filming
Fitness classes:
- €25.50 per hour + 23% VAT (€31.36 incl. VAT)
Commercial events / promotional activity / merchandising / sampling:
- Fee €250.00 + VAT at 23%, per hour Minimum 2hrs.
- Subsequent hours are €100.00 +VAT.
- After 6 hours (Daily rate) of €1,000.00 + VAT
- Additional charge per hour after 6pm, €250.00 + VAT
Fee exemptions:
All fee exemptions are subject to prior application form approval. Fees can be waived in the following circumstances:
- Registered Charities, when not associated with a company or brand, or engaged in Commercial Activity.
- Student projects, with accreditation from college.
- Public health awareness campaigns.
- Dublin city or national tourism promotion.
- Wedding photography.
In cases where the scale of an event may cause damage to the park or open space, you may have to provide a refundable bond in the form of a bank draft (see application form for more details).
Invoicing
An invoice will be issued for an approved event or activity. This invoice must be paid in full, prior to the event or activity taking place.
Payment of the appropriate charge for the use of the park/open space must be made prior to the event / activity taking place.
When making payment, please ensure that you quote the invoice number and event name and location.
