HAP will eventually replace Rent Supplement for households with a long-term need.

Who is eligible for HAP?

In order to be eligible for HAP, applicants must qualify for social housing support, and be on Dublin City Council’s Housing List. For information on how to qualify for social housing support and application forms go to:

Once you have been placed on the housing list you can request a HAP application pack. This can be done by presenting to the Housing Allocations Section.

How HAP Works

Under HAP, the local authority makes a monthly payment to a landlord, subject to terms and conditions including rent limits, on the HAP tenant’s behalf. In return, the HAP tenant pays a weekly rent contribution to the local authority.

The rent contribution charge is the same as the rent paid by a tenant of a local authority owned property. For further information go to:

Benefits of HAP

Applicants can source their own accommodation.

Accommodation can be sourced in other local authority areas - Please note that you must be under the income limit for social housing for that local authority area. The HAP rent limits are also different for each local authority.

HAP tenants can gain employment/increase their income, without it affecting their HAP payment.
