Jamestown Masterplan
Dublin City Council has prepared a Masterplan for the Jamestown Industrial Estate lands.
The Jamestown Masterplan guides the sustainable regeneration of 43 hectares of industrial lands at Jamestown Road, St. Margaret's Road and McKee Avenue in Finglas, Dublin 11.
The council approved this framework on 3 July 2023. It aligns with the requirements of Strategic Development and Regeneration Area 3 in the Dublin City Development Plan 2022-2028.
Taking advantage of state investment in public transport, the Masterplan will help deliver new homes, support jobs and provide community facilities. It sets out details for:
- Urban structure
- Green infrastructure and open spaces
- Built form and design
- Land use and activity
- Phasing and sequencing
Development Plan Variation
Under the Planning and Development Act 2000, the Council adopted Variation Number 4 of the Dublin City Development Plan on 12 February 2024. This variation:
- Deletes section B (Jamestown Lands) of Strategic Development and Regeneration Area 3 and inserts new text referencing the 2023 Masterplan.
- Modifies figure 13-3 to reflect the new Masterplan framework.
- Incorporates the Masterplan into the Development Plan as a new appendix.
Planning Applications
While this Masterplan informs planning application decisions, it does not grant permission for specific projects. All projects must receive statutory planning permission under the Planning and Development Act 2000. We will assess all projects for their environmental impact during the planning process to ensure compliance with:

Environmental Screenings and Reports
The Masterplan includes a Strategic Flood Risk Assessment and a Surface Water Management Strategy.
Dublin City Council has determined that this Masterplan is unlikely to have significant impact on the environment or special conservation interests. This means that it does not require a Strategic Environmental Assessment or a Habitats Directive Appropriate Assessment. Read more in the screening reports below.
The Finglas Strategy and Baseline Analysis
The Finglas Strategy is a non-statutory high-level study prepared by Dublin City Council’s Planning and Property Development Department to address opportunities for urban regeneration and placemaking in the Finglas area.
Published in 2021, the strategy provides an analysis of the existing environment and a framework for integrated, plan-led solutions. It sets out the context and rationale for rezoning recommendations within a policy framework that supports brownfield consolidation and creates a policy platform to encourage urban regeneration.
This strategy is a background paper that articulates planning policy options for Finglas. It informs the Dublin City Development Plan 2022-2028 and the Jamestown Masterplan. Similarly, the Finglas Baseline Analysis also informed these two key development plans. This was also published in 2021.
