Regeneration of Constitution Hill, Phase 1

Constitution Hill flats are located along Constitution Hill, with Broadstone Plaza to the north and Catherine Lane North at the southern end in Dublin 7. Construction works commenced on Phase 1, in August 2025.  The project will be delivered in two phases- Phase 1 will deliver 46 new homes and is due for completion in summer 2027

These new social homes will be a mix of 19-one bedroom, 21 two-bedroom and 6 three-bedroom homes. This phase includes the deep retrofit and extension of the northern housing block, along with the construction of a new housing block and a multi-use community space.

When Phase 1 is delivered, redevelopment works will commence on Phase 2 which will see the middle and southern housing blocks deep retrofitted and extended, and there will be new homes provided in both a new housing block onto St Catherines Lane and at the rear of the estate. This phase will deliver 78 homes.

Constitution Hill is a regeneration project being delivered by Dublin City Council. An Integrated Design Team led by Grafton Architects was appointed to design the redevelopment of Constitution Hill flats, and the plans achieved Part 8 planning approval in April 2023. Following a procurement process, Townlink Construction Ltd were appointed to deliver the Phase 1 of the development. This project is being funded by the Department of Housing, Local Government & Heritage.
