Dodder Greenway: Milltown Road to Dundrum Road

This section of the Dodder Greenway will provide 1.2km of walking and cycling facilities from Dodder Walk to Dundrum Road. This section is currently in the Detailed Design and Procurement Phase.

This scheme starts west of the junction of Milltown Road / Dodder Walk and extends 1.2km east past the Nine Arches and finishes at Alexandra College / Dundrum Road. It will provide improved pedestrian and cycle facilities at Dodder Walk, South Hill Road, Churchtown Road Lower and Dundrum Road Junctions and facilitate a continuous route along the Dodder corridor.

Here is a breakdown of the proposals for this section of the scheme:

Dodder Walk to Nine Arches Bridge

A two-way segregated cycle facility will be provided on the southern side of Milltown Road from Dodder Walk to west of the Nine Arches Bridge.

The junctions at Dodder Walk, South Hill Road and Churchtown Road will be upgraded. To facilitate the scheme between South Hill Road and the Dropping Well, public lighting columns will be relocated, existing ESB overhead cables will be grounded and existing trees will be replaced with semi-mature native species on the northern side.

A new toucan crossing will be provided at the existing western entrance to Shanagarry Park allowing access to Richmond Avenue South and Milltown Luas Station. Existing bus stops will be maintained along the route.

Nine Arches Bridge to Dundrum Road

The existing one-way cycle lanes on Milltown Road from the Nine Arches Bridge to the Dundrum Road will be upgraded to a raised cycle track. This will be kerb separated from vehicles with a 60mm kerb between cyclists and pedestrians.

A new toucan crossing will be provided at the existing eastern entrance to Shanagarry Park allowing access to the Packhorse Bridge and the south side of the River Dodder and the Dodder Trail. Existing bus stops will be maintained along this section.

A protected priority junction will be installed at the junction of Milltown Road and Dundrum Road.

Milltown Road, at Dodder Walk, to Dundrum Road has been identified as a suitable location for rapid build walking and cycling facilities. This will facilitate a continuous route along the Dodder corridor in advance of the Dodder Greenway project.

The Dodder Greenway was identified as a primary route in the National Transport Authority's Greater Dublin Area Cycle Network Plan.

A non-statutory public consultation process was carried out from February 8 2024 to March 15 2024. Drawings of the proposed scheme were also available to view during the same dates at Dublin City Council's Civic Offices, Rathmines Library and online.

An information event was also held on 22 February 2024 in Milltown Parish Pastoral Centre, Milltown Road, Milltown, Dublin 6. The design may be reviewed based on the feedback received during this consultation period. A  Public Consultation Report summarising the consultation results will also be published on our 'Publications and Reports' page.

It is anticipated that this scheme will be implemented under Section 38 of the Road Traffic Act. 

Environmental Impact Assessment and Appropriate Assessment Screening Reports have being completed and a final decision on the proposed planning route will be made by Dublin City Council Planners.

Both screening reports concluded that an Environmental Impact Assessment Report and Appropriate Assessment Report are not required for the scheme.

Native tree species of Birch will replace 11 existing trees along the northern side of Milltown Road between the South Hill junction and the Dropping Well.

The existing non-native trees have been identified as a potential hazard to overhead power lines and are blocking the public lighting in the area. Birch trees are more suitable for confined spaces and are identified in the Dublin City Council Tree Policy and the Dublin City Biodiversity Action Plan to replace existing non-native species.

These species provide opportunities for biodiversity net gain and support wildlife habitat corridors in urban environments. All new trees shall be planted in tree pits to ensure tree root migration does not create future hazards on adjacent pedestrian and cycle paths.

The project is being funded by the National Transport Authority.

This scheme has been designed with planned or committed projects in mind to ensure there are no conflicts between proposals. Notable adjacent projects include the River Dodder Flood Alleviation Scheme and BusConnects Dublin.

The existing gradient that is above 5% on Milltown Road is acknowledged. A 40 metre section of the route is 6%, approximately 1% above the recommended maximum gradient of 5% for cyclists. This cannot be avoided as a result of existing topography.

Mitigation measures, including resting places, will be considered at the detailed design stage.
 

Currently, this scheme extends from Dodder Walk to Dundrum Road, which will facilitate a continuous route along the Dodder corridor as part of the Dodder Greenway project.

The remaining section of the Milltown Road is a secondary route on the National Transport Authority's Greater Dublin Area Cycle Network Plan and will be implemented in the future.

This scheme will also connect with the proposed Rathmines to Milltown Active Travel route.

On Dodder Walk

In order to facilitate this scheme, three pay and display / permit parking spaces (Monday-Sunday 07:00-21:00) will removed on Dodder Walk.

Currently, there is 1one parking permit issued for Dodder Walk with approximately 25 spaces remaining.

On Milltown Road at the Dropping Well

In order to facilitate this scheme, eight pay and display parking spaces (Monday-Saturday 07:00-19:00) will be removed on the south side of Milltown Road, west of the Dropping Well.

Existing free parking along Milltown Road, west of the Dropping Well, will also be removed.

Milltown Road at Alexandra College 

Seven pay and display / permit parking spaces (Monday-Saturday 11:00-16:00) will be removed on the west side ofthe  Milltown Road, north of Dundrum Road, adjacent to Alexandra College.

The existing one-way northbound access will be maintained on Richmond Avenue South. Vehicles can turn left from Milltown Road to Richmond Avenue South, except between the hours of 07:00-10:00 Monday-Saturday.

Dublin City Council will deliver the Active Travel Network through a series of infrastructure projects over the coming years. The network will grow from an initial 10km to a connected network of 314km across the city. The phase of the Dodder Greenway will form part of this network.

Yes, there is ongoing collaboration between the project team and EirGrid and ESB Networks about the possibility of including proposed EirGrid ducting works as part of this scheme.
