Information on traffic management arrangements required to facilitate construction of the Clontarf to City Centre Project
9th and 10th June – Major Roadworks on North Strand Road
As part of the ongoing Clontarf to City Centre Scheme major roadworks are proposed for this weekend on North Strand Road, 9th and 10th June
Location – North Strand Road – opposite Leinster Avenue
- Dates; Friday 9th June at 19:30 right through until Saturday 10th June at 19:00
- Works Description; It is proposed to undertake full road construction this weekend on North Strand Road opposite Leinster Avenue. The works require the excavation of 600mm of existing carriageway in order to build it back up again as per works specification.
- North Strand Road is to be reduced to one lane only opposite Leinster Avenue with a STOP/GO arrangement to be in place for traffic control during these works (plan as attached).
- Night-working is proposed for Friday night.
This traffic management installation and proposed works are necessary to facilitate full-depth road construction.
Completion of these works shall open additional work areas and progress greatly the works required on North Strand Road.
To facilitate the works to be carried out and to enable the road to be opened by Sunday evening, night working is required on Friday 7th June into Saturday morning. The Contractor will endeavour to keep noise levels as low as possible, but some disruption is possible.

Location – Ossory Road (adjacent to North Strand Road junction)
- Dates; Wednesday 7th June until 9th June inclusive (3-days).
- Details; The temporary closure is to be to implemented on a daily basis from 07:00 to 18:00 with the road re-opening in the evenings.
- Works Description; During the temporary road closure it is proposed to undertake an ESB diversion which is required to facilitate the installation of new pedestrian crossing and traffic signals at the junction of Ossory Road and North Strand Road.
- Local traffic intending to enter and exit Ossory Road to and from North Strand Road is requested to enter and exit via West Road. Pedestrian access shall be maintained to North Strand Road.

- In order to facilitate the works North Strand Road is proposed to be reduced to one lane only with a STOP/GO arrangement to be in place for traffic control (plan as per attached).
- Night-working is proposed for Friday night
- The traffic management shall be removed as soon as works are completed.
This traffic management installation and proposed works are necessary to facilitate full-depth road construction.

Location – Clontarf Road (either side of Clontarf Arch Rail-bridge) – as per drawing below

- Dates; Friday 26th May at 19:30 right through until Sunday 28th May at 18:00
- Works Description; New watermains installed as part of the scheme are to be connected up to existing watermains at 3no. locations. The connection locations are close to the centre of the road hence the need for the traffic management installation and weekend works.
- In order to facilitate the works Clontarf Road traffic shall be reduced to one lane only through Clontarf DART Bridge with a STOP/GO arrangement in place for traffic control (plan as per below).
- In order to complete these works over the course of a weekend and have the road ready to open on Sunday evening 3no. shifts are required over the weekend.
- Night-working is proposed for Friday night make a start on excavations ahead of the connections on Saturday/Sunday.
- The traffic management shall be removed as soon as works are completed.
This traffic management installation and proposed works are necessary to facilitate 3no. watermain connections from newly installed mains to the existing mains.
Completion of these works shall open additional work areas and progress greatly the works required on the inbound side of Clontarf Road.
To facilitate the works to be carried out and to enable the road to be opened by Sunday evening, night working is required on Friday 26th May into Saturday morning. The Contractor will endeavour to keep noise levels as low as possible, but some disruption is possible.

25th May – Roadworks on Portland Row at the Five Lamps Junction
As part of the ongoing Clontarf to City Centre Scheme roadworks are proposed for Thursday evening 25th May on Portland Row at Five Lamps Junction
Location – Portland Row at Five Lamps Junction

- Date; Thursday 25th May from 19:30 until 23:00
- Works Description; It is proposed to remove the island on the Portland Row approach to the Five Lamps junction as per Dwg. 136 attached. Works also shall include the removal of Pole no. 3 and the signals currently on this pole relocated to Pole no. 2. Pole no. 4 and Pole no. 5 will also be relocated to plinths on the night.
- TM Proposal; In order to facilitate the works at the junction a traffic light switch off is required and a STOP/GO arrangement is to be put in place. Portland Row is to be reduced to one lane to facilitate the removal of the island and the placement of traffic signal poles into plinths.
Completion of these works shall open additional work areas and progress greatly the works required on the junction.
To facilitate the works to be carried out night working is required. Works are expected to be complete by 23:00. The Contractor will endeavour to keep noise levels as low as possible, but some disruption is possible.

- Works Description; During the temporary road closure it is proposed to undertake the installation of ducting, watermain, kerbing and cycle-track and road construction across Shamrock Place at the junction of North Strand Road. It is essentially intended to undertake the mirror image of what was in place at Shamrock Terrace for the past number of weeks.
- Local traffic intending to enter and exit Shamrock Place is requested to enter and exit via Shamrock Terrace which shall re-open following recent closure. The proposed plan is attached for reference.

As part of the ongoing Clontarf to City Centre Scheme works are proposed to commence along by the River Tolka trail within Fairview Park. These works are to commence on 2nd May and to continue in stages for approximately 3 months.
Location – Fairview Park – between Annesley Bridge and Alfie Byrne Road (adjacent to the River Tolka)

- Dates; Commencing Tuesday 2nd May for approx. 3 months
- Works Description; The Clontarf to City Centre Scheme is to provide an upgrade to the existing walkway to facilitate both cyclists and pedestrians. Between Annesley Bridge and Alfie Byrne Road the works shall include installation of public lighting, park benches and the widening (to approximately 4m) and resurfacing of the existing path.
- The initial phase of works shall commence on 2nd May between Annesley Bridge and the pedestrian bridge opposite Faith Avenue.
- A footpath diversion on the existing path shall be in place during the week to facilitate these works but it is intended to reopen the footway at the weekend to facilitate the Park Run and other activities (as per attached sketch)
- Once this section of the track upgrade is complete works shall progress to the next section. The next section to be completed shall be from the pedestrian bridge opposite Faith Avenue and beneath the rail-bridge as far as Alfie Byrne Road (adjacent to the existing bottle bank).
- Upon completion of the works there shall be a link from the new cycletrack and footway at Annesley Bridge extending through Fairview Park all the way through to Alfie Byrne Road, which is approximately 420m

- Works Description; It is proposed to complete a traffic signal duct road crossing on Clontarf Road close to the junction of Alfie Byrne Road. This traffic management arrangement is necessary to progress the completion of the junction upgrade and to install the required traffic signal ducting. The roadway shall be reinstated each night and reopen to traffic the following morning.
- Clontarf Road and Alfie Byrne Road is to be reduced to one lane only with a STOP/GO arrangement to be in place for traffic control (plan as attached) each night.
- Night-working is proposed for both Monday 24th and Tuesday 25th.

With the drainage road crossing complete it shall progress greatly the ongoing surface water drainage works which are to be located along the Clontarf Road. The roadway shall be reinstated each night and reopen to traffic the following morning.

31st March to 17th April – East Wall Road Closure at the Annesley Bridge / North Strand Road Junction
As part of the ongoing Clontarf to City Centre Scheme it is proposed to install a road closure on East Wall Road at the Annesley Bridge / North Strand Junction
For the period from 31st March to 17th April East Wall Road is proposed to be closed to through traffic at the junction of North Strand Rd and Poplar Row at Annesley Bridge. A diversion shall be in place in each direction via Fairview Strand, Fairview, Clontarf Road and Alfie Byrne Road. With the closure in place the Scheme Contractor shall maximise the opportunity to significantly progress works across the East Wall Road / North Strand Road junction. This closure shall mitigate the need for multiple weekend closures and enable the installation of drainage, watermain, fibre optic ducting and road construction on one side of the junction. The closure period is intended to align with the Easter holiday period when traffic volumes are expected to be lower than normal. Please see attached drawing indicating the proposed closure and diversion extent.
There shall be no impact to traffic travelling inbound or outbound on North Strand Road or Annesley Bridge Road other than the fact that East Wall Road shall be closed to through traffic.
The Clontarf to City Centre (C2CC) Project intends to deliver significant and enduring improvements to the footpath, cycling and bus infrastructure between Alfie Byrne Road and Talbot Street. It is recognised that the residents and businesses along the route have cooperated greatly with the Project Team to enable the delivery of the Scheme. Impacts associated with the delivery of such a large scale construction project are acknowledged by the DCC Active Project Office and the Contractor. We are extremely grateful to the local communities along the route for their patience and cooperation.

20th, 21st and 22nd March – Relocation of Temporary Traffic Management from inbound side through Marino / Fairview to the outbound side of street
As part of the ongoing Clontarf to City Centre Scheme the Scheme Contractor is relocating the traffic management (between Fairview Strand and Malahide Road) from the inbound side and installing a similar arrangement along the outbound side in front of the shops and other premises.
Currently works are ongoing on the inbound side of the carriageway through Marino / Fairview Village. Over the next couple of weeks it is intended to progress and commence works on the outbound side (including the footway). Commencing on 20th March for a number of nights the Scheme Contractor intends to remove the current temporary traffic management installation from the inbound side and erect it on the outbound side. The installation shall facilitate works such as new kerbing, footway and cycle-track construction, drainage, ducting and watermain works. Please see attached a typical layout of the proposed arrangement due to be installed which shall facilitate the required works on the outbound side.
The Clontarf to City Centre (C2CC) Project intends to deliver significant and enduring improvements to the footpath, cycling and bus infrastructure between Alfie Byrne Road and Talbot Street. The works require the excavation of 600mm of existing carriageway in order to build it back up again as required per works specification.
- North Strand Road is to be reduced to one lane only between Xavier Avenue and Shamrock Place with a STOP/GO arrangement to be in place for traffic control (plan as attached).
- In order to complete these works over the course of a weekend and have the road ready to open on Sunday evening 3no. shifts are required.
- Night-working is proposed for Friday night.
This traffic management installation and proposed works are necessary to facilitate full-depth road construction along North Strand Road.

- Works Description; New gullies and a watermain are required to be installed along the new inbound carriageway on North Strand Road. In order to facilitate making the necessary connections into the existing surface water pipeline (which is located along the centre of North Strand Road) significant lane closures are required, from inbound kerb to existing surface water pipeline. In order to limit the impact on commuting traffic it is proposed to undertake these works over the course of a full weekend.
- North Strand Road is to be reduced to one lane and a STOP/GO arrangement is to be in place for traffic control during these works (plan as attached).
- Night-working is proposed for Friday night. Noise mitigation measures to be employed.
- Once the drainage and watermain works are complete it shall enable full-depth road construction works to be undertaken the following weekend.

It is proposed to install a number of different traffic management configurations on the inbound carriageway between Westwood Gym and Alfie Byrne Road. The installations are proposed to be in place from 8th February to 3rd May inclusive. Works are to be undertaken on weekday nights from 19:30 to 04:00.
This traffic management arrangement is necessary to install surface water drainage and a watermain which are to be located along the Clontarf Road carriageway and beneath the DART underbridge. These works are a continuation of night-works previously undertaken in November 2022. The roadway shall be reinstated each night and reopen to traffic the following morning.

Traffic management shall be in place on all approaches to the Clontarf Road/Alfie Byrne Road Junction. Working hours each day shall be from 08:00 to 20:00.
One single lane shall be provided for each direction of travel and shall be controlled with a stop/go traffic management system.
This traffic management arrangement is necessary to facilitate a surface water drainage crossing which is required to be installed across the Clontarf Road. Reinstatement of the trench shall follow once the pipe is installed.

Major Roadworks at Five Lamps junction on Thursday night 13th October.
Traffic management shall be in place on all approaches to Five Lamps junction. Working hours shall be from 19:30 Thursday 13th to 06:00 Friday 14th.
One single lane shall be provided for each direction of travel and shall be controlled with a stop/go traffic management setup.
This traffic management arrangement is necessary to facilitate the removal of the current installation on Seville Place (southwest corner of Five Lamps junction) and to replace it with a similar type installation on the southeast corner of the Five Lamps junction. Essentially the Contractor is moving his works area to the other side of Seville Place from where they currently have a lane closed (opposite Jennings Funeral Directors).
The works shall require the removal of the existing traffic island and the removal of existing and installation of new traffic management. Completion of these works shall open additional work areas on the other side of Seville Place.
To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required. The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

Update 5th October 2022;
Major Roadworks in Fairview opposite Marino Mart junction on 8th October.
Traffic management shall be in place on Saturday (8th October). Working hours are from 08:00 to 20:00.
Traffic from each direction through Fairview shall be reduced to one lane (stop/go system) for a period up to 10:00. After 10:00 an additional lane shall be restored to provide for one traffic lane in each direction up to 20:00.
This traffic management arrangement is necessary to undertake a watermain connection works. The watermain is required to be laid from the southern side of the road across to a connection point at Marino Mart. Reinstatement of the trench shall follow once the pipe is installed.

Update 23rd September 2022
Major Roadworks on North Strand Road adjacent to Five Lamps Junction on 1st and 2nd October.
Traffic management shall be in place from Saturday, 08:00 (1st October) until Sunday, 23:00 (2nd October). Working hours are from 08:00 to 23:00 each day.
Traffic from each direction on North Strand Road shall be reduced to one lane and all traffic on the Five Lamps junction shall be controlled with a stop/go traffic management installation.
This traffic management arrangement is necessary to undertake a surface water drainage connection to an existing manhole located in the centre of the North Strand Road. The works involve making a new connection to this existing manhole and extending a new pipe to pick the new drainage network within the new footpath. Reinstatement of the trench shall follow once the pipe is installed.

Update: August 2022
Major Roadworks at junction of Clontarf Road and Alfie Byrne Road over weekend from 7.30pm Friday 26th August to 8pm Sunday 28th August
To carry out full depth road reconstruction on a portion of the junction of Clontarf Road and Alfie Byrne Road, traffic from each direction will be reduced to one lane with stop/go traffic management in place from 7.30pm Friday 26th August to 8pm Sunday 28th August.

Clontarf to City Centre Project Enters Next Phase of Construction
Starting on 8th August, all city centre bound private car traffic travelling through Fairview will not be permitted to proceed on to Annesley Bridge Road and will instead, be diverted onto Fairview Strand Road, Ballybough Road, Portland Row. The diversion ends at the junction of Portland Row with Amiens Street.

All traffic reduced to one lane in each direction and funnelled through one arch of railway bridge at Clontarf Road.

Update March 2022
Construction works will take place along the following sections during 2022:
- Section 2: Buckingham Street to the Five Lamps Junction at Portland Row
- Section 6: Fairview Strand to Malahide Road
- Section 7: Malahide Road to Clontarf Road and the Junction with Alfie Byrne Road
Works will commence on March 28th 2022, with temporary traffic management being put in place from March 26th 2022.
The first phase of construction works will take place along the inbound side of Sections 2 and 6. For these sections, four lanes of traffic will be maintained, two inbound and two outbound, with a dedicated bus and traffic lane maintained in each direction. Bus stops will be temporarily moved to the nearest location past the works travelling inbound. See images below.
The reduction in general traffic lanes along Section 6, from two general traffic lanes to one general traffic lane in each direction, will have an impact on traffic flow into and out of the city.


The traffic management plan for part of Section 7 that includes the junction of Alfie Byrne Road is shown below. These works will commence in April 2022, along with works along the remainder of Section 7 inbound. Traffic management plans for Section 7 will be similar to those for Section 6, with two lanes maintained each way, including a bus lane in each direction.

When the inbound side of the works is completed, the contractor will move to the outbound or middle section of the roadway. The traffic management plans for this next stage will be provided when available.

The benefits of this project are substantial, and will be transformative for the area. In addition to providing segregated cycling facilities, priority bus lanes, and improvements in pedestrian safety, the Clontarf to City Centre Project includes significant footpath improvement works. All pavements along the route will be reconstructed, eight new community plazas will be created, and new tree planting and soft landscaping will contribute to improved greening throughout the area. As well as delivering on the core functional objectives of the project, the project’s public realm improvements have been designed to be transformative and regenerative throughout the corridor. This transformation cannot be achieved without some disruption to the area. Dublin City Council appreciate the co-operation of businesses, residents and users of the route in the delivery of this transformation.
