Frequently Asked Questions on the diversion affecting City Centre bound private cars traveling via Fairview

Update 25th January 2023;

Saturday 28th and Sunday 29th January – Major Roadworks – Clontarf Road – at the Malahide Road and Clontarf Road

As part of the ongoing Clontarf to City Centre Scheme Major Roadworks are proposed for the Clontarf Road at the Malahide Road and Howth Road junctions.

  • Location; Clontarf Road – at the Malahide Road and Clontarf Road junctions
    1. Date; Saturday 28th January, (traffic management plan as per below)
    2. Proposed working hours; 07:30 to 13:30
    3. Works Proposals: To facilitate the installation of a duct road crossings on the Clontarf Road opposite the Malahide Road and Howth Road junctions.
    4. TM summary inbound – Clontarf Road traffic reduced to 1no. lane (extent as per attached TMP). Cyclists accounted for along shared space in Park. Traffic Management also installed on Malahide Road inbound to accommodate reduction in lanes.
    5. TM summary outbound – Fairview/Clontarf Road traffic reduced to 1no. outbound lane between Malahide Road junction and Howth Road junction
  • Location; Clontarf Road – at the Malahide Road and Clontarf Road junctions
    1. Date; Sunday 29th January, (traffic management plan as per below)
    2. Proposed working hours; 08:00 to 18:00
    3. Works Proposals: In advance of undertaking full road construction on the outbound lanes of Clontarf Road between the Malahide Road and Howth Road junctions the existing traffic signals are required to be transferred from their existing position into temporary plinths.
    4. TM summary inbound – STOP/GO arrangement. Clontarf Road traffic reduced to 1no. lane (extent as per attached TMP). Cyclists accounted for along shared space in Park. Traffic Management also installed on Malahide and Howth Road inbound to accommodate reduction in lanes.
    5. TM summary outbound – STOP/GO arrangement. 1no. outbound lane between Malahide Road junction and Howth Road junction

This traffic management arrangement is necessary to facilitate the installation of a number of duct crossings across the Clontarf Road in the vicinity of the Malahide Road and Clontarf Road junction also. Subsequent to the road construction works undertaken on 20th, 21st and 22nd January (on 2no. inbound lanes), by re-arranging the location of traffic signals this weekend it shall facilitate road construction works on a future weekend for the remaining traffic lanes.

Completion of these works shall open additional work areas and progress greatly the works required on the two junctions.

The Contractor will endeavour to keep noise levels as low as possible. Works are being undertaken at the weekend when traffic volumes are reduced however traffic disruption in the area is likely.

The proposed temporary traffic management plan for the works are as per attached for reference.

Monday 30th and Tuesday 31st January (evening/night) – Roadworks – Amiens Street and Five Lamps Junction

 

As part of the ongoing Clontarf to City Centre Scheme roadworks are proposed for Amines Street and Five Lamps junction on Monday night 30th January and Tuesday night 31st January.

From Tuesday morning 31st January there shall also be a new road layout on Amiens Street to facilitate construction works on the outbound side.

  • Monday 30th and Tuesday 31st January, 19:30 to 06:00 next morning 
    1. Works are proposed between 19:30 and 06:00.
    2. Intended works;
      1. Transfer of signals to plinths and repositioning of existing traffic signal plinths for proposed new alignment. Drawing no. 84 as attached indicates the STOP/GO installation required on Monday night 30th January
      2. Removal of inbound traffic management and installation of new outbound plan. Drawing no. 72 as attached indicates proposed outbound layout to be in place for several months from Tuesday morning 31st January
      3. Removal of existing road markings and replacing with new markings

 

This traffic management arrangement on Monday and Tuesday night (30th and 31st January) is necessary to facilitate the installation of a new traffic management installation which shall allow for completion of scheme works on the outbound side of Amiens Street.

Completion of these works shall open additional work areas and progress greatly the works required on the two junctions.

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required. The Contractor will endeavour to keep noise levels as low as is possible.

The proposed temporary traffic management plans for the works are as per attached for reference.

Update 11th November 2022;

Major Roadworks on Amiens Street at Five Lamps junction on Wednesday 16th November. Traffic on Amiens Street is to be reduced to a single lane adjacent to the junction with a Stop/Go arrangement in place on all arms of the junction. Working hours are proposed from 19:30 to 01:00 the next morning.

This traffic management arrangement is necessary to construct a DCC ducting road crossing. The works involve the excavation of a trench, installation of ducts and the necessary reinstatement.

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required.  The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

Update 10th November 2022;

Major Roadworks on Clontarf Road on eastern side of Clontarf Dart Bridge, opposite the bottle bank and car park. Works are to be undertaken on Monday night 14th November between 19:30 and 03:00.

An inbound and an outbound traffic lane shall be maintained during the period of works.

This traffic management arrangement is necessary to facilitate the slight re-alignment of the outbound right-turn lane for Alfie Byrne Road. The existing central island kerb is to be realigned and reinstated with road back open for Tuesday morning.  

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required.  The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

Update 9th November 2022

Major Roadworks at on Clontarf Road opposite Malahide Road and Howth Road junctions on Friday night 11th and Saturday daytime 12th November.

The inbound cycle-lane through the works areas shall be closed for duration of works. Pedestrian crossing at Malahide Road shall be suspended. Otherwise, traffic management to be similar to existing arrangement. Working hours shall be from 19:30 Friday 11th until 20:00 Saturday 12th November.

This traffic management arrangement is necessary to facilitate the re-construction of the carriageway along the proposed inbound bus lane. No additional traffic lanes are affected to what is already in place.  

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required.  The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

North Strand Road/Annesley Bridge Road shall be reduced to a single lane with traffic controlled by a Stop/Go system. Poplar Row and East Wall Road shall also be controlled by the same Stop/Go system.

This traffic management arrangement is necessary facilitate the replacement of a defective chamber cover which is located in the middle of the inbound bus lane.

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required.  The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

Update 2nd November 2022

Major Roadworks on Ameins Street (R105) at the Foley Street and Buckingham Street Lower Junction from 08:00 to 20:00 on Saturday 5th November and Sunday 6th November.

It is proposed to install traffic management configurations which will reduce traffic to a single lane from the Ameins Street/Buckingham Street Lower Junction through to Just west of the Junction. A Stop/Go system will be in place to facilitate traffic movement. The installations are to be in place from 08:00 to 20:00 on Saturday 5th November and Sunday 6th November.

This traffic management arrangement is necessary to facilitate the installation of duct crossing for traffic signals and fibre cables which are to be located across the Clontarf Road carriageway. The roadway shall be reinstated each evening and reopen to traffic.

Update 27th October 2022;

Major Roadworks (weekday nights) on Clontarf Road (R807) adjacent to Clontarf Dart Station from 19:30 Wednesday 2nd November to Friday 25th November.

It is proposed to install a number of different traffic management configurations on the inbound carriageway just to the west of and beneath the DART underbridge (stone arch bridge) adjacent to Clontarf Dart Station. The installations are to be in place from 3rd November until 25th November inclusive. Works are to be undertaken on weekday nights from 19:30 to 03:00.

This traffic management arrangement is necessary to install surface water drainage and a watermain which are to be located along the Clontarf Road carriageway and beneath the DART underbridge adjacent to Clontarf Dart Station. The roadway shall be reinstated each night and reopen to traffic the following morning.

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is proposed.  The Contractor will endeavour to keep noise levels as low as possible..

Update 17th October 2022;

Major Roadworks on Amiens Street between Five Lamps junction and Buckingham Street from 19:00 Friday 21st until 06:00 Monday 24th October.

One single lane shall be provided for each direction of travel on Amiens Street. It is intended to leave traffic lights in operation as normal on the Five Lamps junction.

This traffic management arrangement is necessary to complete full depth road reconstruction on the inbound section of carriageway. The works involve the replacement of the existing bituminous layers and foundation and the subsequent reconstruction. Completion of these works shall open additional work areas.

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required.  The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

Update 12th October 2022;

Major Roadworks at Clontarf Road/Alfie Byrne Road Junction on Saturday 15th and Sunday 16th October.

Traffic management shall be in place on all approaches to the Clontarf Road/Alfie Byrne Road Junction. Working hours each day shall be from 08:00 to 20:00.

One single lane shall be provided for each direction of travel and shall be controlled with a stop/go traffic management system.

This traffic management arrangement is necessary to facilitate a surface water drainage crossing which is required to be installed across the Clontarf Road. Reinstatement of the trench shall follow once the pipe is installed.

It is proposed to undertake the works over a weekend to try mitigate disruption to commuter traffic. Some disruption to weekend traffic is inevitable however.

The Contractor will endeavour to keep noise levels as low as possible.

Major Roadworks at Five Lamps junction on Thursday night 13th October.

Traffic management shall be in place on all approaches to Five Lamps junction. Working hours shall be from 19:30 Thursday 13th to 06:00 Friday 14th.

One single lane shall be provided for each direction of travel and shall be controlled with a stop/go traffic management setup.

This traffic management arrangement is necessary to facilitate the removal of the current installation on Seville Place (southwest corner of Five Lamps junction) and to replace it with a similar type installation on the southeast corner of the Five Lamps junction. Essentially the Contractor is moving his works area to the other side of Seville Place from where they currently have a lane closed (opposite Jennings Funeral Directors).  

The works shall require the removal of the existing traffic island and the removal of existing and installation of new traffic management. Completion of these works shall open additional work areas on the other side of Seville Place.

To help ensure the works can be carried out, while keeping the overall disruption to a minimum, night working is required.  The contractor will endeavour to keep noise levels as low as possible, but some disruption is inevitable.

Update 5th October 2022;

Major Roadworks in Fairview opposite Marino Mart junction on 8th October.

Traffic management shall be in place on Saturday (8th October). Working hours are from 08:00 to 20:00.

Traffic from each direction through Fairview shall be reduced to one lane (stop/go system) for a period up to 10:00. After 10:00 an additional lane shall be restored to provide for one traffic lane in each direction up to 20:00.

This traffic management arrangement is necessary to undertake a watermain connection works. The watermain is required to be laid from the southern side of the road across to a connection point at Marino Mart. Reinstatement of the trench shall follow once the pipe is installed.

It is proposed to undertake the works over a weekend to try mitigate disruption to commuter traffic. Some disruption to weekend traffic is inevitable however.

The Contractor will endeavour to keep noise levels as low as possible.

Update 23rd September 2022

Major Roadworks on North Strand Road adjacent to Five Lamps Junction on 1st and 2nd October.

Traffic management shall be in place from Saturday, 08:00 (1st October) until Sunday, 23:00 (2nd October). Working hours are from 08:00 to 23:00 each day.

Traffic from each direction on North Strand Road shall be reduced to one lane and all traffic on the Five Lamps junction shall be controlled with a stop/go traffic management installation.

This traffic management arrangement is necessary to undertake a surface water drainage connection to an existing manhole located in the centre of the North Strand Road.  The works involve making a new connection to this existing manhole and extending a new pipe to pick the new drainage network within the new footpath. Reinstatement of the trench shall follow once the pipe is installed.

It is proposed to undertake the works over a weekend to try mitigate disruption to commuter traffic. Some disruption to weekend traffic is inevitable however.

The Contractor will endeavour to keep noise levels as low as possible.

Major Roadworks at junction of Clontarf Road and Alfie Byrne Road over weekend from 7.30pm Friday 26th August to 8pm Sunday 28th August

To carry out full depth road reconstruction on a portion of the junction of Clontarf Road and Alfie Byrne Road, traffic from each direction will be reduced to one lane with stop/go traffic management in place from 7.30pm Friday 26th August to 8pm Sunday 28th August.

Update: July 2022

Clontarf to City Centre Project Enters Next Phase of Construction

Starting on 8th August, all city centre bound private car traffic travelling through Fairview will not be permitted to proceed on to Annesley Bridge Road and will instead, be diverted onto Fairview Strand Road, Ballybough Road, Portland Row. The diversion ends at the junction of Portland Row with Amiens Street.

For real-time traffic updates tune in to Live Drive on 103.2 Dublin City FM Monday to Friday 7 am -10 am and 4 pm – 7 pm.

Cars Diverted from North Strand Road to Ballybough Road

Update March 2022

Construction works will take place along the following sections during 2022:

  • Section 2: Buckingham Street to the Five Lamps Junction at Portland Row
  • Section 6: Fairview Strand to Malahide Road 
  • Section 7: Malahide Road to Clontarf Road and the Junction with Alfie Byrne Road

Works will commence on March 28th 2022, with temporary traffic management being put in place from March 26th 2022. 

The first phase of construction works will take place along the inbound side of Sections 2 and 6. For these sections, four lanes of traffic will be maintained, two inbound and two outbound, with a dedicated bus and traffic lane maintained in each direction. Bus stops will be temporarily moved to the nearest location past the works travelling inbound. See images below.

The reduction in general traffic lanes along Section 6, from two general traffic lanes to one general traffic lane in each direction, will have an impact on traffic flow into and out of the city.

The traffic management plan for part of Section 7 that includes the junction of Alfie Byrne Road is shown below. These works will commence in April 2022, along with works along the remainder of Section 7 inbound. Traffic management plans for Section 7 will be similar to those for Section 6, with two lanes maintained each way, including a bus lane in each direction.

When the inbound side of the works is completed, the contractor will move to the outbound or middle section of the roadway. The traffic management plans for this next stage will be provided when available.

The benefits of this project are substantial, and will be transformative for the area. In addition to providing segregated cycling facilities, priority bus lanes, and improvements in pedestrian safety, the Clontarf to City Centre Project includes significant footpath improvement works. All pavements along the route will be reconstructed, eight new community plazas will be created, and new tree planting and soft landscaping will contribute to improved greening throughout the area. As well as delivering on the core functional objectives of the project, the project’s public realm improvements have been designed to be transformative and regenerative throughout the corridor. This transformation cannot be achieved without some disruption to the area. Dublin City Council appreciate the co-operation of businesses, residents and users of the route in the delivery of this transformation.
